How It Works

What is the Medicare Broker Program?

In June 2022, Kaiser Permanente in the Northwest region invited brokers to sell individual Medicare products. This program is limited to Medicare Advantage plans for Medicare-eligible individuals. The program does not include Medicare group sales. To support this program, Kaiser Permanente has entered into an agreement with four Field Marketing Organizations (FMOs) in the region: AmeriLife, GS National Insurance, HealthMarkets and Integrity.  We will not authorize individual agents or agencies that are not under contract with one of these FMOs to sell our Medicare plans at this time.

What jurisdictions do the Program cover?

Brokers can sell in the Northwest region, where Kaiser Permanente Medicare Advantage plans are available. The Kaiser Permanente Medicare Advantage, H9003, service area is different than the commercial business service area. Specifically, the full and partial counties in the Medicare Advantage service area for 2026 are below: 

  • All ZIP codes in these counties: Clackamas, Clark, Columbia, Cowlitz, Lane, Marion, Multnomah, Polk, Washington, and Yamhill
  • These ZIP codes in Benton County, OR: 97321, 97330, 97331, 97333, 97339, and 97370
  • These ZIP codes in Linn County, OR: 97321, 97322, 97335, 97355, 97358, 97360, 97374, 97383 and 97389
  • These ZIP codes in Wahkiakum County, WA: 98612 and 98647

What plans are brokers able to sell?

The program allows brokers to sell all Kaiser Permanente Medicare Advantage Individual Plans available in the Northwest region. For a full list of plans, please visit kp.org/medicare

If a broker is currently appointed to sell our KPIF and commercial group business, does this allow them to sell our Medicare business?

No, brokers appointed to sell Kaiser Permanente Individual & Family Plans, as well as commercial group business will not automatically be able to sell KP Medicare business. The licensing, certification, training, and appointment requirements are different for selling Medicare products and must be achieved separately.

How can a broker become a part of the Program?

Any broker who would like to become a part of the Kaiser Permanente Medicare Broker Program must be appointed and approved with one of the affiliated FMO partners. Contact information is listed below. 

Steps to Contracting

Once you have selected your FMO, complete the following steps to start selling for Kaiser Permanente: 

(1) Provide your license and demographic information to your upline.  It will be submitted to your FMO to begin the contracting process. 

(2) Your FMO contracting team will submit agent licensing information to Kaiser Permanente on behalf of your upline. Kaiser Permanente verifies the information and appoints you for the active licensed states. 

(3) Complete two Kaiser Permanente trainings: 

  • Annual Kaiser Individual Medicare Products & Benefits Training: A one-hour web-based course that covers region-specific Medicare products training.  You’ll receive an invite by email from EvolveNXT (donotreply@EvolveNXT.com) Through the training platform, you can also access your AHIP certification.
  • Value Proposition Training:  Held by Kaiser Permanente sales leads virtually or in person.  This training is a one-time onboarding requirement to help you understand Kaiser Permanente’s unique integrated care delivery model. 

Once you’ve completed the above requirements and become Ready to Sell for Kaiser Permanente, you will receive a welcome email, and your FMO will provide you with quoting and enrollment platform access.

What membership will I be compensated for?

In 2026, Kaiser Permanente pays commissions on all Medicare Advantage enrollments per CMS guidelines for initial enrollments and renewals. See our flyer on Broker Compensation for the latest rates.

  • Kaiser Permanente will pay commission on current Kaiser Permanente Members who are newly eligible for Medicare.
  • Kaiser Permanente will pay on Medicare Plan Changes

*Kaiser Permanente Individual Medicare broker program requires 100% automated electronic submissions through Sunfire or Connecture; ask your FMO.  No paper applications are accepted. 

Agent of Record

Agent of Record (AOR) changes only occur when there is a change in base medical coverage; there is no separate AOR change request process for Medicare outside of automation due to the enrollment submission. 

How often are commissions paid?

Commission reports are provided monthly, but commissions are only paid once per year per applicant. Monthly commission reports detail every policy and broker of record paid that month. KP is unique, in that we pay all commissions up front, once per calendar year per applicant. Many other carriers pay commissions month by month.

Commissions are paid within 60 days AFTER the effective date. Payments are made to the FMO once annually (including renewals) per applicant, and CMS status is confirmed before making payment. Standard pro-ration and chargeback rules apply. FMO may distribute commissions monthly, check with your agency. 

Who do I contact with a question about commissions?

Agents should contact their FMO with any concerns about commission payments.
